Sanjiv Bhatt, IPS officer of the Gujarat cadre has been fighting Narendra Modi on the issue of his alleged complicity in the 2002 Gujarat riots. In a free-wheeling interview with Raj Saran Varma, Bhatt speaks about his fight and the fact that he is hopeful that justice will be done one day.

Raj Saran Varma : The Gujarat riots are the biggest blot on the image of the country. We are still reeling under its impact. Do you think if Narendra Modi had acted on time, the riots or the extent of the riots could have been controlled?

Absolutely! The Gujarat carnage is classic example of complicity between the rioters and the administration.

Raj Saran Varma : You filed an affidavit with the Supreme Court requesting Modi’s role to be investigated. Despite SIT and other commissions having investigated the matter how is it that Modi has been given a clean chit?

The Modi administration has been very successful in manipulating all inquisitions into the Gujarat carnage of 2002. They have also been subverting the criminal justice system to shield the high and mighty from criminal culpability.

Advocate RS Jamur, the lawyer appointed by the Supreme Court to investigate the 2002 Gujarat riots has contended that you have forged evidence to malign the state government. How true is that?
These are completely false and misleading claims. in fact, the Modi administration has been enjoying the indulgence of the SIT headed by Mr. Raghavan. The Modi administration, with the tacit blessings of the SIT, as well as the Commission of Inquiry, has deviously destroyed all incriminating documents and records pertaining to the 2002 riots.

Raj Saran Varma : What are the other cases in which you have given evidence and the state government has not acted on it. Please specify and why?

I have deposed before the Justice Nanavati Commission as well as the National Commission for Minorities.

Raj Saran Varma : Your fight against Narendra Modi is now over a decade old. Do you think that finally justice will catch up with Modi?

I do believe that the perseverance of the victims and crusaders will pay off in the end. The wheels of justice grind slow, but grind for sure.

Raj Saran Varma : When you chose to speak the truth and decided to expose Modi and his alleged role in the 2002 riots and many other cases of fake encounters, were you aware of the consequences?

Yes! I was fully aware of the nature of the diabolic person. But, there are several occasions in life when one has to be completely and consciously unmindful of the consequences of ones actions. You just do what is required of you and leave the rest to the Almighty.

Raj Saran Varma : What kind of support did you get from your colleagues in the IPS during your fight against the state government. Or was it a lone battle?

There are a few of us who still continue to nurture the passion and fire that attracted us to the Indian Police Service. The rest have moved away from being mere public servants and have chosen to become career government servants. Such battles are always lonely battles. Any support is always a welcome blessing.

Raj Saran Varma : Your service is at stake and your security has been scaled down, do you feel a threat to your life?

Your service is always at stake if you choose the right over the expedient. That feeling is not new to me. As far as the threat to me and my family is concerned, it is a very real threat. By choosing to challenge Modi in his own lair, that is a risk we have taken of our own volition. It is the duty of the state to protect us. At the same time, it is their choice not to do so. Having said that, I have always felt that it is also the duty of the society to ensure that candles in the wind are protected.

Reminds me of a couplet by Nida Fazli:

Jin charaagon ko hawaoon ka khauf nahin
Un charaagon ko hawaoon se bachaya jaaye

Raj Saran Varma : Now, let us accept that Modi and his politics are responsible for thecarnage. In what way Congress or its politics is better? Way back in May, 2006, the delegation led by Maulana Qari Mohammad Usman, President of Jamiat Ulama-I-Hind, submitted a memorandum to Sonia Gandhi listing out the names and particulars of about 25 Congress leaders, who, they say, were directly involved in the Gujarat carnage. No action seems to have been taken by Congress against their leaders? So, what is the difference between the two then?

Firstly, let me clarify, I am an apolitical person and not a member or supporter of Congress and its politics. I strongly feel Congress has gradually moved away from its prime edifice philosophy of aggressive secularism.

As far as the comparison between BJP and Congress goes, it is a question of identifying and dealing with the larger evil. Modi and his evil politics are incomparable, unprecedented and unparalleled in the history of India. The country is facing massive threat from very clever fascist forces masquerading in the guise of Hindu nationalism and Hindu patriotism. We have to choose and choose wisely. These evil forces need to be countered. Just because the water is impure and adulterated, one cannot shun water during the times of fire.

Raj Saran Varma : A common Muslim may today prefer Modi because Modi is more direct and does not mask his mission?

How I wish this was to be true! Modi has never tendered any apology and there is no sense of remorse in his eyes and actions. In fact, there is a sense of pride. Having said this, I would also like to add that Modi is incredibly clever and is never open or direct about his communal agenda. He masquerades his real intentions under the dubious yet attractive mask of “development”, which is nothing but crony capitalism. This is more dangerous to the secular and democratic fabric of our Nation than anything else. People say, Modi is a creation of APCO. In my opinion, Modi is craftier than one hundred APCOs put together. .

Raj Saran Varma : All said, Gujarat has remained peaceful since 2002. Still you are obsessed with Modi?

First of all, I have to tell you what happened during the Gujarat riots. After the Godhra incident, the mob that had assembled in the Godhra Railway Station manhandled Modi. He had to rescued and evacuated from the scene. This completely shook Modi to the core. To save his chair, which he had earned with great difficulty and to rescue himself from the internal dissidence, the Post Godhra Riots were engineered. So, the objective was very clear and was structured to address a specific situation in which Modi found himself. Gujarat has been free of major communal conflagrations ever since BJP came to power in Gujarat in the early nineties. The process of communal polarization is complete and therefore riots have become politically passé.

Raj Saran Varma : Do you think with Modi with his brand of divisive politics, the country can gain in any way if he becomes the Prime Minister?

It will be the darkest day of our democracy if such a power-crazy person succeeds in becoming the Prime Minister of this country.

Raj Saran Varma : The disturbing thing about Modi and the BJP\RSS combine is that since he has been named the Prime ministerial candidate, the country is being split into pro-Hindu and anti-Muslim sentiments. Can we afford another partition?

A pluralistic country like India cannot afford to embark on another journey of hatred. We need to defeat these fascist hate- mongers and move towards a polity that strives towards detoxification of our hearts and minds.
